Kenya property market prepares for free fall

The effects of the global economic recession are beginning to be felt in Kenya’s property market, with banks reducing mortgage lending and reluctant buyers holding out for an expected price slump.

More and more property owners are also trooping to valuation firms for advice on whether it is right to sell or develop their property.

In the first candid assessment of the impact of the global economic crisis on the country’s real estate, Knight Frank, a leading property firm in East Africa, says the market is already preparing itself for a recession.

According to Ben Woodhams, Knight Frank Kenya’s managing director, mortgage valuations have gone down, meaning banks are lending less money to potential buyers, whereas bank revaluations have gone up, an indication that banks are concerned about the quality of the security on their loans.

Valuations for decision-making purposes have also gone up, meaning more and more people are seeking expert advice to help them decide what to do with their property.

“Banks are more cautious, doing deeper due diligence, requiring more background information in their reports over and above a valuation figure. This indicates that the market is already preparing itself for a recession; it is doing the right thing,” Mr Woodhams told participants at a global financial crisis forum jointly convened by the Central Bank of Kenya and Kenya Bankers Association in Nairobi last week.

Mr Woodhams disclosed that property sales had slowed down, with offers taking longer to come in and closing of deals becoming more protracted. Buyers, he said, had developed a wait-and-see approach, hoping for a price fall.

Although houses in the Ksh7 million (,500) to Ksh20 mllion (0,000) range are still selling, albeit slow, Mr Woodhams says it has become very difficult to sell a house with an over Ksh25 million (2,000) price tag.

“The impression buyers are giving is that property is an attractive investment alternative, but they are waiting for lower prices,” he said.

He added: “Lenders, owners and occupiers can see what has happened elsewhere and have time to heed the warnings, they are doing so, but it remains to be seen whether it will be enough.”

However, he said he did not expect a market crash. “Personally, I foresee more of a price correction, which may see the demise of some of the weaker developers, which in fact can only be good for the market.”

But he pointed out that the greatest danger was oversupply, which could trigger a collapse in both rents and capital values.

For example, in excess of 1.3 million square feet of quality office space will be coming onto the market in the next 18 months. This would not be a severe problem in a bull market, he says, but it is a problem now.

The demand for office space comes from two sources: existing occupiers upgrading to better accommodation and new companies coming into Kenya.

According to Mr Woodhams, “It is obvious that we will be seeing less of both of those in the next two years”. So, who will occupy all this space?

A slowdown in take-up of office space will not only create an increase in loan defaults, but will also reduce rents and capital values, which will have a negative impact on those organisations that rely on income from large commercial properties, such as pension funds and insurances companies, thereby having a serious effect on the economy at large.

“We need to focus on improving our infrastructure and concentrate on areas where demand is high, such as low cost housing, rather than pushing our market into oversupply that will see the creation of unsustainable projects and that will harm the existing viable developments in the long term,” he said, stressing that it is up to the banks to prevent the market going into oversupply, by ensuring that they only lend to those segments of the property market where there is sufficient demand.

So while you’re still saving for this new house, include another room in your budget.
